Cannot play COD MW (2019) - it says store is currently unavailable

I bought COD Modern Warfare (2019) in Japan. Physical PS4 disc. I installed the game, after downloading 70GB update the game now occupies 127GB on SSD, but I am not able to play anything.
The main menu looks like this: apart from an ad for MWII which redirects me to PS Store there are three options - campaign, multiplayer and co-op. All with download icons (arrow pointing down) next to it.
When I try campaign, it says I have to buy or download it. The campaign is not on the disc? 127GB is not full installation? The system says the game is the latest version.
Ok, it says I have to download the campaign, but when I click OK, it says store is currently unavailable.
The remaining two options (which I am not interested in, I just want the campaign) also say store is currently unavailable.
So I have installed the game but neither of the three modes is working.
What am I missing here? Several other COD games worked fine for me.

Alright, so brace for impact: You know that Modern Warfare is an old game from 2019. So, when you install the main install of Modern Warfare 2019, you installed the base game. But by today, there's about 3 or more installs to complete the section you're looking to do. So, say you want multiplayer, once you installed Modern Warfare 2019, you'd need to install the patch update, which is actually the first thing that gets pinged on PS4. But the thing that you're missing, is the multiplayer packs. I think there's 3 packs (at least, I think?) Once you got everything installed, you should go to multiplayer, and it looks for the updates, and I don't mean from the PS4 itself, I'm talking when you go into the "Call of Duty HQ" menu, it updates the game from the server side.

Don't touch any other menus because, the whole point of the Modern Warfare II image in the CoD HQ menu, is to get you to buy MWII - which, I'd advise against. Unless you want a "Battlefield-like" game. MWIII is a bit better, but even then, there's issues, there, too.. Skill Based Matchmaking (SBMM) is the biggest reason.
