Cold War Using One GPU Over Another Despite Choosing The Correct Adapter in it's Settings

Recently I have been trying to play Cold War, but after one of the updates a while back it started using my RX 580 I have in my computer over my RTX 3070. I don't have integrated graphics, it is two discrete graphic cards in a desktop computer that I have. Upon launching the game, it always defaults to my RX 580, despite me changing the graphics adapter in the settings of the game to the 3070. I have also tried changing the config file, putting the config file on read only, and still could not get it to use my 3070. I've tried using NVIDIA control panel, the basic windows graphics settings, and AMD Radeon Software but nothing has worked. I contacted support about this and about after two weeks of writing back to them and them writing back to me with things to try, nothing has worked. So far, the only work around to this is disabling my RX 580 in device manager, launching Cold War, then reenabling the RX 580. What confuses me even more is that Windows recognizes that my 3070 is default and my rx 580 is a secondary gpu, yet Cold War still continues to use the 580. Warzone/Modern Warfare both use the 3070, so I don't know why Cold War wouldn't use it as well.

Can anyone help me with this?
