Call of Duty was created by Infinity Ward.

Here's the Wiki for the first Call of Duty:
Call of Duty is a 2003 first-person shooter video game developed by Infinity Ward and published by Activision. It is the first installment in the Call of Duty franchise,[2] released on October 29, 2003, for Microsoft Windows. The game simulates infantry and combined arms warfare of World War II using a modified version of the id Tech 3 engine. Much of its theme and gameplay is similar to the Medal of Honor series; however, Call of Duty showcases multiple viewpoints staged in the British, American, and Soviet theaters of World War II.

If Infinity Ward developed Call of Duty, then who from Infinity Ward Created the Call of Duty video game franchise?

There's a reason I showed the "key" stats. It's usually the Producer, and/or the programmers. Concept artists aren't the ones who's the creator. Let me put it this way: You know the name Hideo Kojima. He created Metal Gear. Wrote the story, directed the game, produced the game. From day one to the time he split from Konami.

So, answer: Jason West, and Vince Zampella. Both have split from Infinity Ward/Activision, and Vince started Respawn Entertainment, along with his Infinity Ward colleagues.

Right now? Well, Activision. The problem is, your voice would have been shot down.

Let me put it this way, Activision shot these ideas down...

1. Modern Warfare 4 [Hell, whoever made the same decision, ALSO fired the person who pitched it.]
It was going to star Capt. Price, and take place in Mexico.
2. Roman times [Swords in first person.]
3. VIETNAM. 'nuff said.
4. Advanced Warfare 2 [and chose CoD: WWII.]

Infinity Ward's C.E.O.
Activision is just the publisher, but does also make decisions, too. Either way, C.E.O is the guy with final says or at least an executive.

Big Problem!
Co-founder Collier left the company in early 2009 to join the parent company Activision. In 2010, West and Zampella were fired by Activision for "breaches of contract and insubordination", they soon founded a game studio called Respawn Entertainment. So that means that neither Grant Collier, Jason West, and Vince Zampella, The Co-Founders of Infinity Ward, Inc. are not the C.E.O. of Infinity Ward. So who do you think Infinity Ward's C.E.O. is Now?

Joe Cecot and Joel Emslie. However, like I said before: The C.E.O. is the decision maker at Infinity Ward. If he says no, his boss is Activision's current C.E.O. And then, HIS boss is Bobby Kotick.

Because Activision Blizzard > Activision Publishing > Infinity Ward.
