Why can't bots be added to Express?

The options to add bots are greyed out when selecting Express. What gives? The original map in Black Ops 2 allowed you to play with bots. So why are they unavailable here? Have they not programmed the bots and made them compatible yet? I'm disappointed by the small number of maps that have bot support. It's like they don't care for the community.

My guess is that the powers that be must have thought that most of the COD community have played Black Ops 2 so they didn’t need to add bots.To me Express is one of the easiest map to play and if you go negative on that map then there’s something wrong.
