[Xbox 1] cant unmute players that have been muted in previous games

if i mute someone and leave them muted after the game is over i cannot unmute them. i have people muted from years ago.... as the game slowly dies as all games do i no longer mute people in fear ill never be able to unmute them again, i see the same people everyday
