Can't activate Text- and Voicechat

like the title says, it's not possible to activate text- and audiochat in mw3. on quick options it says something like "Text- and Voicechat are deactivated for platform reasons". Also in the options windows there is a lock in front of the "activate Textchat" part. Maybe someone has the same problem or knows how to fix that? i would be very thankful
