Warzone Johnny The Detonator?

Does anyone know what this is about and what triggers it in Plunder in the lower parking lot of Nakatomi Tower? I drove down there with a Tac Rover then walked to the lower depths to find several apcs with green lasers and a white icon named Johnny the Detonator.
Anyone have any info?
