Why not? Isn't it kind of like MW2's throwing knife?
Yes and no. From what messing around I've done with it so far you're right about the throwing knife. It's exactly the same. But the huge difference lies in the perk reflex (allows you to throw/swap equipment and guns faster). For whatever reason Infinity Ward slowed down how fast you can throw lethals. It's at least half a second slower. Not only that, but the knife moves slower through the air than MW3 or 2. Meaning sometimes you can land a throwing knife kill and be killed because your enemy has more time to react even with reflex on.

So, I guess there isn't a real "fast swap" perk that boosts speed of weapon swaps and then expedites the knife throw faster. I'd suggest Sleight of Hand, but it seems like you already tried some of the perks.

I have tried sleight of hand and I noticed some better outcomes typically when using a secondary handgun only, also ready up with just the combat knife actually makes a little difference. I don't know if this is true, but from what I've experienced Infinity Ward's game engine used in Ghosts (4.0?) treats general bullet damage and damage drop off (distance wise) more harshly. Pretty much you just die quicker from being shot than anything else (being stabbed/throwing knifed, killed by explosive), but it's more complicated than that. Sometimes bullets will kill slower than other ways of dying, but generally being shot gives you the least amount of reaction time.

MW3's engine was a modified version of IW 4.0, whereas Ghosts' engine is actually titled "IW 6.0" and even I didn't know that. Basically, it's an upgraded version of the MW3 engine, which would have been called "IW 5.0"

Wow. Well that's good to know, I need to do some more experimenting now. One thing that bothers me about Ghosts though is there is an outrageous increase in camping. I have no problem with camping alone, but with the map size and questionable spawn system it has me looking in every corner, nook, and cranny. I still need to get more used to the game, but it seems like now more than ever camping has a huge gain and no negative outcome.

Wow. Well that's good to know, I need to do some more experimenting now. One thing that bothers me about Ghosts though is there is an outrageous increase in camping. I have no problem with camping alone, but with the map size and questionable spawn system it has me looking in every corner, nook, and cranny. I still need to get more used to the game, but it seems like now more than ever camping has a huge gain and no negative outcome.
Funny, I felt differently. I feel encouraged to camp rather than run n' gunning. I begun COD4 as a rusher, I switched to sniper from MW3 on, I sometimes camp only because of the fucking ridiculous spawns. In Black Ops 2, it's a mix between rusher and sniping. Now I'm back to camping all over again. Which really annoys me.

With next gen PS4, I hope the sniper rifle scopes are smoother, and lags less. Otherwise I love what they did to the sniper rifle scopes/attachments. That whole blur background instead of the lazy black screen. Granted it will take some used to, but it's better than the black "whitespace."

I find I do a lot better in Ghosts when I at least take it slower moving around the map sometimes camping from point to point where I know I won't be overwhelmed or head-glitched easily. I've always been sort of a rusher in Search & Destroy, especially with the knife/throwing knife or ax combo it's a lot easier to catch your enemies off guard and kill 'em with the unconventional weapons. :p

I hope with next gen consoles the scoping is smoother too. I agree on the blurred surroundings rather than black scope it is definitely a big move in the right direction.
