Warzone Dropping In With Load Out?

Has anyone noticed what appears to be players dropping in with their loadouts? Over the last few weeks, I've died very early in the game with custom weapons I know are not available outside custom load outs. There's also not been enough game time to allow for even a team to accumulate the cash...

Everyone drops in with the same weapon. The same loadout. How they got custom weapons so early? Well, how do people get kills early in the game? Being at the right place, and the right time. If they drop with something other than the default weapon, then, that person is cheating.

Cheating - agreed. Just curious if it's happened to anyone else - or if the game is so engrossing and fun, and I'm too old and slow - I lose track of time...

I've certainly had a few questionable encounters.
We've been rushed in the first five minutes by a squad that left fully kitted out graus and mp5s when they died.
Technically they could have done a scavenger very quickly and bought their loadout, but it's definitely a little questionable.

Literally the first thing my squad does when we drop in is complete a Scavenger. Sometimes depending on how close the boxes to a buy station we can get it done within a couple minutes tops. Have your teammates hover with their chutes open while you go start the contract, and then one-by-one they can chute towards the boxes as they pop up. Everyone pools their money and boom you now have Overkill with 2 kitted weapons including a thermal'd AR and a heartbeat sensor, while everyone else is scrambling around with floor loot fighting each other.
