Can no longer change frame rate on PC

This is on the PC version. So this is weird. I was getting 150 to 160 fps. Then today it started giving me only 70 to 80 fps while playing. I checked all of my settings and nothing has changed. I did notice that now the only options under "frame rate" is Auto. I used to be able to select 165hz (the max of my monitor). Also, now when I run the benchmark in COD, I only get 85fps and it says my processor is bottlenecked 99%. Previous benchmarks were 150 and 0% bottleneck on CPU. I literally have changed nothing. I eliminated all other programs running in the background. No help. Other games seem to be unaffected. Anybody have any ideas what I can check? Also, ran "scan and repair" . No problem found
 
I figured out why I could not change the frame rate option. It says full screen exclusive was not available due to the OS was giving priority to another window. I closed a hardware monitor I had open and it let me switch to Full screen exclusive. Then I could select 165hz refresh rate. However, this still did not solve my problem. Still getting 90fps max in game. It's weird because the opening screens on the game show my fps at 220 or more, but as soon as I hit the button to go into the game, it immediately drops to 90fps, like it's set to go there. I have the frames set at "unlimited" in the COD menu. I tried uninstalling and reinstalling the game through Battle.net client. Now I can't even get the game to launch.
 
After reinstalling the game, It would not launch and go into the loop of "Launching" and "Start game" on the Battle.net client. I had to go into the properties of the battlenet.exe file and change it to "Run as administrator". I did this for all users. Don't know why this worked because I did not reinstall the Battle.net client. Also, I guess reinstalling the game fixed my FPS problem. I am now getting 180 to 190 fps. Benchmark shows 0% bottlenecking on my CPU. Still don't know why it suddenly started throttling itself. Anyway, if this helps somebody, I guess it was worth it? Not really. What a pain in the ass.
