The idea is that both inputs (kbm and controller) have a separate skill rating when playing pvp.
I play on pc, and generally use kbm, but as far as I can tell it keeps my above average skill rating when I plug in a controller, which I am significantly worse at.
I really enjoy using a controller once in a while as I grew up on console.
Is this already a feature? Definitely possible I am even worse on controller than I think, but if it is not already a thing, it needs to happen.
