care package missing

Hey guys,
Having a problem. I think i've picked up a hack. I don't have the ability to use care packages no matter how many kills i make. I've deleted the config_mp file but have no joy. Any ideas how to fix this?

Step 1 - Reset everything
Step 2 - Are you on a console or PC?
Step 3 - Make a new account
Step 4 - Don't join a modded lobby, and if the game puts you in one, leave immediately.

Is there a non modded lobby for MW2?

I have not been on MW2 in a while, however I'm sure there are plenty of non-modded lobbies out there if you look hard enough. It also depends whether you're on Xbox, PS3 or PC.
