Cold war skill based hit detection

So I have had this issue since day one. I recently though had my Activision account either wiped or hacked don't know but had to create new one. So this time I paid close attention to what it was like starting fresh. I discovered it's not skill based match making. What is really happening is skill based hit detection. Early in the game my shots were 100% counted. I got up to a 2.08 ratio every gun fight was clean every sniper shot I lined up landed. Around the time I got to prestige level 1 I noticed about 40% of all my bullets went right through targets no damage or in a few cases I reviewed, cause I record gameplay, I'd hit the target in the head with a sniper bullet and only get a hit marker.
