Xbox Live Multi player split screen

When my husband and I play online multi player together in split screen do we both have to make different operators, because player 1 is level 20 and the player 2 is still on level 1, but in black ops we both leveled up together. Would appreciate any help and suggestions please we are still pretty new to this.

My guess is that you'll have to build the character on Player 2.
