Run in safe mode? Error

I get an error stating the game was not shutdown properly the last time and it wants me to run it in safe mode. I cannot even launch the game. If I click yes it will restart my pc. I’ve tried about everything I’ve read or seen on YT but no fix yet. Everything is updated. Happens on bnet and steam. Anyone have ideas to fix? Happening to anyone else?

Drastic I know..., but if all else fails uninstall, delete out the game install folder as well as the one in your documents folder restart your PC and reinstall.
