Why can't I play after 50% has been downloaded

I am installing the game on my Xbox One using a disc and it's over 52% but still not letting me play which I thought you could play the beginning of the game while the rest of it downloaded... Is that not how it works any more?

I was just answering a similar question: Did a search for your question, and I see two solutions. One is restarting the download, not necessarily from start, no, just like... nudge it back to downloading. "I had the same problem when I was downloading this game.
