Warzone 2.0 Low FPS in games (Warzone etc.)

PC SPECS:
GTX 1080,
9600k
32gb of ram
970 evo

I get 40-50 FPS in warzone and various other games on lowest settings at 1080p. I should be getting at least 90 or more.

I've tried everything I can think of:
BIOS Flash
Windows Updates
Using windows 10
Using windows 11
Debloating windows
Different windows licenses
Every single optimization video
Clean install of graphics drivers
Uninstalling every driver and reinstalling
Every BIOS setting
Power settings in windows
every in-game setting
XMP
Nvidia Settings
Fullscreen settings

I've tested my PC with Prime95 and FurMark it shows no issues.

Temps are not an issue btw. If you have any ideas on how to fix please let me know I've been trying to solve this for months

Currently I'm on a fresh install with all drivers and just steam the issue is still there

It was stuttering like crazy for me, for the first 4 or 5 mins of a match; nearly unplayable. Then I adjusted the number of thread use from 8 to 4 and it fixed it. For now.

 
not meaning to hijack a thread, but i'm having massive issues as well. would the above adjustment help me as well? i can't get more than 35fps and i've tried everything OP has....so freaking frustrated. here are my specs:

processor: i7-7820x @ 3.6ghz
ram: 32gb
graphics: gtx 1080ti
memory: 970 evo 1tb m.2

Have you tried to cut down on your threads or even your cpu cores? Also.....that 1tb isn't "memory", that's what RAM is. lol It's an SSD.
