Warzone 2.0 Advice wanted on LOW CPU use!!

Hi, just wanting some advice on my low CPU usage. Playing war zone 2.0, FPS has dropped compared to WZ1, but thats to be expected. My PC build is relatively low end, however thats not I'm looking at here.

My GPU usage once the game is running is fairly high - usually quite close to 100%. CPU on the other hand sits around 35% most of the time, with 6 threads running between 70-80% (but never maxed out) and the other 6 running low, around 15-20%.

I've gone though a lot of iterations of graphics quality settings, but it never really seems to change things. Currently my settings are favouring the lower quality in an attempt to take load off the GPU, but again, the CPU overall usage comes in at around 35%.

Most of the time my GPU time sits around 12-15ms, with the CPU usually a little lower - around 11-13ms. During normal gameplay this gets me around 50-60fps, by my calculations it should be over 60fps worst case based on these numbers. Gulag I get up around 80fps with the GPU and CPU running at about 10-11ms, but obviously a lot less going on.

I've gone through and checked all the recommended windows settings (Game Mode, Performance mode, etc, etc). Core Render count I have tried on 6, 8, 10, but it doesn't seem to change anything including how many threads are being taxed in the performance monitor (always only 6 of 12 being used).

Is this what I should be expecting or does it seem something isn't quite right. I've recently upgraded the CPU from 4core 8 thread to 6core 12 thread (similar clock speed, yes did check bios settings). In WZ1 I would usually run around 80fps using the old 4core CPU. Also the CPU never seems to run above its base clock speed, never seen it hit "turbo" speeds.

OK, specs: (yes I know its a bit dated, but has worked fine for WZ1 and everything else I use it for)
HP Z440 running 6 core Xeon 1650v3 CPU @ 3.5Ghz / 3.8Turbo
32GB RAM (2 X 16GB sticks) @ 2133
NVME SSD (HP Turbo drive2) - this is running PCIe 2 X 4, at around 2000MB/s
GPU is GTX Titan X 12GB (about half way between a 980 and 1080)
Internet is hardwired via Cat 6 to Fibre and getting about 400Mbp/s

Any suggestions or reality checks welcomed.
