DLC not in any playlists except the DLC only ones (PC)

I have had Black Ops 3 and the season pass since release, and have played the DLC in the DLC playlists, but I thought the new maps were also supposed to be included in the normal playlists? I have never played on a DLC map when playing in these playlists, is this how it should be? I have a feeling mine is broken somehow?

I've put hundreds of hours into this game, so i can say without doubt that this isnt because i havent played enough for them to come up.

No. I don't know how rotation works in the PC version of BO3, but the Call of Duty matchmaking system rotates the maps, so if your team or opposing team doesn't have DLC, then you won't get it either. So, you gotta find people in your area or the servers has to find the right people who has the same things you do. I had the same exact problem until Treyarch fixed the rotation system for the PS4 version. So, what it sounds like is, the PC version isn't being tweaked enough.
