Texture Issues On PC

I am using a PC to play mw3 zombies and I am having texture issues lately. I will list the steps I have performed in hopes to correct the issue:

Verified the games files
Reinstalled the game
Reinstalled windows
Reseated the memory
Reset all graphical settings
Enabled/disabled the ghraphical streaming setting
Changed resolutions
Switched to a driver from back in april for my RTX3070, also tried the latest
Tried reinstalling the game on a new SSD

I am unsure what else to try, the games loads fine and i have no UI issues on the menu but when I load into a match the FPS is fine and network is goo but my textures just dont load in properly. I have no issues playing other than the textures. I am not sure what else to try, if anyone on here has any additional ideas please let me know.

Are the shaders being precached?

When I launch the game, it says the shaders are preloading in the top left after any update or driver change. always gets to 100 before I launch the game.
