Playablility of past COD's is subjective. Every CODs multiplayer is still playable, though on the really old ones it can be hard to find other players to play with, especially in certain gamemodes. Every COD up to Black Ops 2 has some pretty bad cheating occurring throughout multiplayer sadly. Even Ghosts has started seeing more cheating.
The problem is the companies behind the games (namely: Treyarch, Infinity Ward, and possibly soon-to-be Sledgehammer Games) don't update anti-cheats once the game has been out for a year or so they will likely move on to working on the next COD rather than worrying about keeping the current one playable. It's a terrible thing, and it's one of the reasons COD gets hate (not to say other companies on other FPS's don't do this). This is also why console gamers get ridicule. Because on PC people can own their own servers and enforce anti-cheat methods through having an admin or mod around.
There is no solid answer I still play Black Ops 1, Black Ops 2, and Ghosts. BO2 and Ghosts aren't so bad...yet. Black Ops 1 is terrible. So Black Ops 2 or Ghosts (and yes I would easily argue Ghosts is one of the worst CODs ever, but the choice is up to you.)
